House holding open vote on bailout bill with "no" votes in majority

The House of Representatives on Monday held open its vote on a $700billion financial rescue plan well after the allotted time had expiredwith a majority already having cast votes against the bill.

If those votes hold and the chamber gavels the vote to a close, thebill will die. At 1:55 p.m., 226 lawmakers had voted against the billand 207 had voted in favor.

The House defeats the bill on the $700 billion rescue plan 228-205. Dowindustrials fall 700, but later recover to a loss of about 400.

Analyst reaction after House votes down bailout: "Even though weare seeing stocks paring some of their losses there is stilldisappointment and complete uncertainlty over what is going to happen."
